In accordance with the declaration contained in article 40 of the Covenant, States parties to the present Covenant undertake to submit reports on the measures they have taken to give effect to the rights recognized in the Covenant and on the progress achieved in making use of the Covenant. These rights may be exercised within one year after the entry into force of this Convention for the States Parties concerned or at the request of the Committee. All reports shall be submitted to the Secretary-General of the United Nations; Then he sends it to the committee for consideration. It is necessary that the reports submitted address all factors and difficulties that may affect the implementation of the provisions of this Agreement.
